Though not a new idea, there has been a growing emphasis on person-centered planning in the past few years. The Center for Medicare and Medicaid Services CMS ; , PBH, and other agencies across the country now actively promote the use of person-centered planning in the development of Individual Support Plans ISP ; . Why? Because individuals are more satisfied and financial resources are more effectively and efficiently used when targeted to the exact needs of the individual. Person-centered planning differs from the program approach. Programs tend to focus on the most common areas of need across all the individuals enrolled. In the past, this was often the approach toward services there was a curriculum or program, and assumptions were made about habilitation priorities and what people needed to learn. An owner or interest holder, as defined by subsection a ; of Code Section 16-13-49, may establish as a defense to the forfeiture of proceeds or money which is subject to forfeiture under this Code section the applicable provisions of subsection e ; or f ; Code Section 16-13-49.
